基于协同治理理论的国土变更调查全流程协同机制构建、实践及技术赋能路径研究

Research on the construction,practice,and technical empowerment path of full-process collaborative mechanism for land use change survey based on the theory of collaborative governance

摘要 针对国土变更调查与耕地保护、执法督察等业务模块间存在的协同不足、闭环管理断点进而制约自然资源管理效能提升问题,本文基于协同治理理论,构建了“信息共享—流程共享—成果共享”的市、县两级国土变更调查全流程协同机制,并在唐山市2024年度国土变更调查工作中系统验证了该机制的实际成效。实践表明,协同机制在跨部门业务统筹中表现出积极效应,能够解决实际管理的痛点。针对该机制在实践中发现的行政管理手段无法解决的协作断层、流程不畅、信息互认困难等问题,本文基于“国土调查云”平台,以实现变化图斑从发现到处置的全生命周期透明化流转与闭环化管理为目标,从新增功能模块的角度提出耦合管理需求的全流程技术解决路径,为协同机制的精细化落地提供技术载体,为提高国土调查协同机制效能提供了一种新的、可推广的工作方法。 In order to address the issues of insufficient collaboration and breakpoints in closed-loop management between the land use change survey and the business modules such as arable land protection and law enforcement supervision,which restrict the improvement of natural resources management efficiency,based on the theory of collaborative governance,a full-process collaborative mechanism for annual land use change survey at the municipal and county levels featuring"information sharing-process sharing-outcome sharing"is constructed.The practical effectiveness of this mechanism was systematically verified in the 2024 annual land use change survey work in Tangshan.The results show that the collaborative mechanism exhibits positive effects in cross-departmental business coordination,capable of solving practical management pain points,and this management method has both effectiveness and feasibility.In response to problems identified in practice such as collaboration gaps,unsmooth processes,and difficulties in information mutual recognition that cannot be resolved by administrative management methods,based on the"Land Survey Cloud"platform,with the goal of realizing transparent circulation and closedloop management of the entire life cycle of changed map spots from discovery to disposal,a full-process technical solution coupled with management needs,is proposed from the perspective of newly added functional modules.This provides a technical platform for the refined implementation of the collaborative mechanism and offers a new and popularizable working method for improving the efficiency of the land survey collaborative mechanism.
