摘要
民营经济是推动我国高质量发展的重要力量,而公平竞争审查制度是民营经济高质量发展的基石。公平竞争审查制度可以从打破民营企业市场准入壁垒、保障民营企业平等获取要素资源、激励民营企业持续创新三个方面促进民营经济的高质量发展。然而,现行的公平竞争审查制度在促进和保障民营经济高质量发展上存在一些不足,主要表现为实质性审查标准不够明晰、差异化经济政策的收紧抑制民营企业的差异化发展、审查机制的协同性效果不佳等问题。为了促进民营经济的高质量发展,应当以竞争中性原则为指引明确和优化实质性审查标准,保障具有必要性、正当性的差异化民营经济发展政策的出台,同时完善公平竞争审查协同联动机制。
The private sector economy is an important force to promote the high-quality development of China,and the fair competition review system is the cornerstone of the high-quality development of the private sector economy.This review system can promote the high-quality development of private sector economy from three aspects:breaking the market access barriers confronting private enterprises,ensuring the equal access of private enterprises to factor resources,and encouraging private enterprises to innovate continuously.However,the fair competition review system has some deficiencies in promoting and protecting the high-quality development of private sector economy,mainly manifested in the unclear substantive review criteria,the tightening of differentiated economic policies to inhibit the differentiated development of private enterprises,and the poor synergy effect of the review mechanism.In order to promote the high-quality development of the private sector economy,we should clarify and optimize the substantive review criteria under the guidance of the principle of competition neutrality,ensure the introduction of differentiated private economic development policies with necessity and legitimacy,and improve the coordination and linkage mechanism of fair competition review.
