摘要
产权制度是市场经济的基石,也是民营经济可持续发展的根本保障。针对民营企业在产权保护中面临的实际问题,《中华人民共和国民营经济促进法》从三个方面着力构建完善的产权保护框架:强化产权的系统性保障,减少民营企业产权保护的不确定性;加强知识产权保护,为民营企业创新成果提供制度保障和激励机制;健全合同履约机制,切实维护民营企业在市场交易中的合法权益。这一多维度、协同推进的产权保护体系,不仅为民营企业提供了稳定的发展预期和公平的竞争环境,也为国家经济结构优化升级和创新驱动发展战略的深入实施奠定了坚实的法治基础,将有力推动民营经济实现高质量发展的长远目标。
The property rights system serves as the cornerstone of a market economy and the fundamental guarantee for the sustainable development of the private sector.In response to the practical challenges faced by private enterprises in this area,The Law of the People's Republic of China on the Promotion of the Private Economy seeks to establish a comprehensive property rights protection framework through three main approach-es:by strengthening the systematic guarantee of property rights to reduce institutional and market uncertain-ties;by strengthening intellectual property protection to provide legal safeguards and incentives for innovation outcomes;and by improving contract enforcement mechanisms to safeguard enterprises'legitimate rights and interests in market transactions.This multidimensional and coordinated protection system not only offers private enterprises a stable development outlook and a fair competitive environment but also lays a solid legal founda-tion for optimizing the national economic structure and advancing the innovation-driven development strategy.Ultimately,it will play a crucial role in promoting the long-term goal of high-quality development of the pri-vate economy.
