公共数据作为数据要素的重要供给来源,是新时代社会发展的关键资源,也是新质生产力的重要驱动力。公共数据通过进场交易,可提高公共资源配置的效率和公平性,带来广泛的社会和经济利益。然而,我国目前仍存在数据交易法规制度不健全、数据交易机构之间不互通、公共数据产品供给不足且不均衡等问题。为提升公共数据的市场价值,促进数据驱动的经济增长,应健全数据政策和法律法规,丰富完善数据价格机制、鼓励市场化运作和商业模式创新,加强高效透明的数据交易平台建设,推动数据标准化、提升数据质量和互操作性,为推动公共数据进场交易提供理论支撑和实践指导。
As a key resource for societal development in the new era and a major driver of new productive forces,public data is an essential source of data elements.Market transactions of public data can enhance the efficiency and equity of public resource allocation,yielding extensive social and economic benefits.However,in China,issues remain,such as an incomplete legal framework for data transactions,lack of interoperability among data trading institutions,and an insufficient and uneven supply of public data products.To elevate the market value of public data and foster data-driven economic growth,it is crucial to establish robust data policies and legal frameworks,improve data pricing mechanisms,encourage market-oriented operations and innovative business models,and build efficient,transparent data trading platforms.Additionally,promoting data standardization,improving data quality,and enhancing interoperability will provide theoretical support and practical guidance for advancing public data market transactions.
