摘要
数据作为新生产要素的战略地位日益突出。党的二十届三中全会提出了培育全国一体化数据市场的目标,如何通过公共数据更好赋能区域经济协调发展和一体化数据市场建设,成为学术讨论和政策研究的核心问题。从我国数据要素市场发展区域异质性的事实特征出发,通过分析内在逻辑,发现公共数据资源开发利用是培育全国一体化数据市场的最佳切入口和改善区域发展不平衡的重要工具。通过建立区域公共数据合作机制、加强“央地”数据开发协同、完善制度规则体系、打造联动数据基础设施、发挥数据交易机构作用等路径,可充分发挥公共数据在全国一体化数据市场培育中的价值作用,催生区域经济协调发展的新质生产力。
The strategic importance of data as a new factor of production is becoming increasingly prominent.Against the backdrop of China’s vigorous push for high-quality development,a core issue in academic discourse and policy research is how to ensure that the development and utilization of public data can better promote coordinated regional economic development and the integrated data market.This paper begins with the observed heterogeneity in the development of China’s data factor markets across regions.By analyzing the underlying logic,we find that the development and utilization of public data serve as the optimal entry point for fostering a nationally integrated data market and a crucial tool for mitigating regional development disparities.To unlock the value of public data in cultivating a nationally integrated data market and harness the new-quality productive forces for regional economic coordination,this paper proposes the following pathways:establishing regional public data cooperation mechanisms,strengthening central-local coordination in data development,improving institutional and regulatory frameworks,building interconnected data infrastructure,and leveraging the role of data exchange platforms.
