摘要
县域医共体作为医疗卫生服务体系的新模式,在协同县、乡、村三级医疗卫生服务资源共享,实现远程会诊、检查信息互通,促进不同部门业务流程整合等方面发挥显著作用。互联网信息技术的应用是实现医共体价值目标、业务服务整合的关键,这与整体性治理理论相契合。遵循整体性治理理论的“治理层级、治理功能、治理手段、目标价值”等分析框架,分析县域医共体建设中所涉及不同层级的治理部门、功能部门之间形成目标认同并发挥医共体整体服务效能的经验,为今后县域医共体建设提供理论经验证据与决策参考。
Objective:As a new model of the healthcare service system,county medical communities play a significant role in integrating county,township,and village healthcare resources;enabling teleconsultations and information sharing;and promoting cross-departmental process integration.The application of internet information technology is key to achieving the value goals and service integration of medical communities,aligning with the principles of holistic governance theory.Following the analytical framework of holistic governance theory—covering"governance levels,governance functions,governance tools,and value goals"—this study analyzes the alignment of objectives among governance and functional departments at different levels within the construction of county medical communities.It examines how these alignments enhance the overall service efficiency of the medical communities,providing theoretical and empirical evidence as well as decision-making references for future development.
