摘要
商业航天的蓬勃发展不仅带来了技术革新和市场机遇,也对现有的政策提出了新的挑战和要求。本研究基于扎根理论,从政策领域、政策重点、保障措施等方面对我国商业航天政策进行分析,并构建商业航天政策一致性评价指标体系,对政策进行了评价。研究发现,大部分我国商业航天政策展现了高度的内部一致性和结构合理性,但仍存在实施细节不完善,覆盖范围不广泛,关注领域不均衡,保障机制不完备等问题。本研究提出相关政策建议,旨在为我国商业航天产业的发展提供参考。
The rapid development of commercial spaceflight not only brings technological innovation and market opportunities,but also poses new challenges and demands to existing policies.This study analyzed China's commercial spaceflight policies based on the grounded theory,covering aspects such as policy domains,policy focus,and safeguard measures.Furthermore,it established policy modeling consistency index model for commercial spaceflight policies and evaluated these policies.The study found that most of China's commercial spaceflight policies exhibit a high degree of internal consistency and structural rationality,but there are still issues such as imperfect implementation details,limited coverage,uneven focus areas,and incomplete safeguard mechanisms.The study proposed related policy recommendations and aimed at providing references for the development of China's commercial spaceflight industry.
