摘要
国家近年来颁布了一系列政策,对生产建设项目水土保持的实施提出了更严格的要求,从水土保持方案编制与评审、监测与监理、设施自主验收到过程监督检查的全过程均有涉及在实施过程中仍存在一定问题,其原因有多方面,一是政策理解及落实不到位,二是技术服务单位水平不足,三是监管不到位。为更好推动水土保持工作开展,对现阶段生产建设项目水土保持全过程存在的实际问题进行分析,提出提质增效的对策。
In recent years,the country has issued a series of policies,which have put forward stricter requirements for the implementation of water and soil conservation in production and construction projects.The entire process includes the preparation and evaluation of water and soil conservation plans,monitoring and supervision,independent acceptance of facilities,and process supervision and inspection.However,there are still certain problems in the actual implementation process,which are caused by various reasons.Firstly,the understanding and implementation of policies are not in place,and secondly,the insufficient level of technical service units,The third is inadequate supervision.In order to better promote the development of soil and water conservation work,this paper analyzes the actual problems that exist in the entire process of soil and water conservation in current production and construction projects,and proposes strategies for improving quality and efficiency.
