摘要
强化水土保持监管是解决人为水土流失问题的迫切需要。通过加强部门协同联动,可以提高水土保持监管效率,促进生产建设单位更加自觉按照法律法规要求做好水土流失防治工作。分析了近年安徽省各级水行政主管部门推动人为水土流失协同监管相关工作举措、取得的成效和存在的不足,为持续完善水土保持协同监管体制机制、全力推进人为水土流失监管向“有实、有效”纵深发展提出对策。
Strengthening supervision of soil and water conservation is an urgent need to address the issue of human-induced soil erosion.By enhancing departmental collaboration and coordination,the efficiency of soil and water conservation supervision can be improved,and production and construction units can be encouraged to conscientiously carry out soil and water erosion prevention work in accordance with laws and regulations.This paper analyzes the initiatives,achievements,and shortcomings in promoting collaborative supervision of human-induced soil erosion by water administrative authorities at all levels in Anhui Province in recent years.It proposes countermeasures to continuously improve the system and mechanism of coordinated soil and water conservation supervision and to comprehensively promote the“practical and effective”control of humaninduced soil erosion.
