摘要
党的二十大擘画了全面建设社会主义现代化国家、以中国式现代化全面推进中华民族伟大复兴的宏伟蓝图。农业农村现代化是中国式现代化的重要内容也是必然要求。加强乡村人才队伍建设是推进农业农村现代化,实现乡村振兴的重要抓手。党的十八大以来,党中央着力推进“三农”工作不断迈上新台阶,农业农村面貌发生历史性变革,农业农村发展取得历史性成就。但是,面对新时代新征程新要求,我国农业农村现代化视域下乡村人才队伍建设还存在一些制约因素,如传统农业生产经营模式的影响依然存在;农业生产经营人员总量在减少,素质有待提升;教育培训方式针对性不强,效能有限;农业复合型科技人才较少,科技赋能力度不足等。为此,提出针对性的对策建议,以期为乡村人才队伍建设提供有益参考。一是着力推广现代农业发展经营模式,发展现代农业企业;二是持续加强农村生活工作环境建设,实现人才留在当地发展;三是整合教育培训资源,发挥教育培训新动能;四是善于利用科技赋能,培养科技复合型乡村人才。
The 2Oth National Congress of the Communist Party of China has drawn a grand blueprint for build-ing a socialist modern country in an all-round way and promoting the great rejuvenation of the Chinese nation with Chinese path to modernization.Agricultural and rural modernization is an important part of Chinese path to modernization and an inevitable requirement.Strengthening the construction of rural talent teams is an important means to promote agricultural and rural modernization and achieve rural revitalization.Since the 18th National Congress of the Communist Party of China,the Central Committee of the Communist Party of China has been focusing on promoting the work of"agriculture,rural areas,and farmers"to constantly reach new levels.The ap-pearance of agriculture and rural areas has undergone historic changes,and the development of agriculture and rural areas has achieved historic achievements.However,in the face of the new era,new journey,and new re-quirements,the construction of rural talent teams in the perspective of agricultural and rural modernization in China faces some constraints,such as the influence of traditional agricultural production and management mod-els still existing;The total number of agricultural production and operation personnel is decreasing,and their quality needs to be improved;The education and training methods are not highly targeted and have limited ef-fectiveness;There is a shortage of agricultural composite technology talents and insufficient technological em-powerment.To this end,targeted countermeasures and suggestions are proposed to provide useful references for the construction of rural talent teams.Firstly,efforts should be made to promote modern development management models and develop modern agricultural enterprises;The second is to continuously strengthen the construction of rural living and working environment,and achieve the development of talents staying in the local area;Thirdly,integrate educational and training resources to unleash new driving forces in education and training;The fourth is to be good at utilizing technology to empower and cultivate technology-based rural talents.
