摘要
强国必先强农,农强方能国强。农业强国建设既包括农业生产力发展,又包括农业生产关系变革,旨在实现传统农业生产方式向现代农业生产方式转变,最终构建起供给保障强、科技装备强、经营体系强、产业韧性强、竞争能力强的现代农业发展体系。农业强国建设不是孤立的,而是与全面推进乡村振兴、农业农村现代化、社会主义现代化强国建设密切相关。为高质量推进农业强国建设,应当全方位夯实国家粮食安全根基,确保粮食和重要农产品稳定安全供给;加强农业关键核心技术攻关,实现高水平农业科技自立自强;加快农业绿色发展全过程转型,大力发展生态低碳现代农业;重塑农业生产经营微观主体,促进小农户和农业强国建设有机衔接;培育壮大农业全产业链,提升农业产业韧性和竞争力。
A strong country must first strengthen agriculture,and only by strengthening agriculture can the country be strong.The construction of a powerful agricultural country not only includes the development of agricultural productivity,but also includes the transformation of relations of agricultural production.It aims to realize the transformation from traditional agricul⁃tural production mode to modern agricultural production mode,and ultimately build a modern agricultural development system with strong supply guarantee,strong scientific and technological equipment,strong management system,strong industrial resil⁃ience,and strong competitiveness.The construction of an agricultural powerhouse is not isolated,but closely related to the com⁃prehensive promotion of rural revitalization,agricultural and rural modernization,and the construction of a socialist modernized powerhouse.In order to promote the construction of a strong agricultural country with high quality,we should strengthen the foun⁃dation of national food security on all fronts and ensure the stable and safe supply of food and important agricultural products;strengthen the key core technologies in agriculture and realize the self-reliance of agricultural science and technology at a high level;accelerate the transformation of the whole process of green development in agriculture,and vigorously develop ecological,low-carbon and modern agriculture;reshape the microscopic main body of agricultural production and operation,and promote the organic convergence of the construction of a strong agricultural country;and cultivate and strengthen the whole industrial chain of agriculture and enhance the resilience and competitiveness of the agricultural industry.
