合作是官僚制的生成逻辑与内在特征——兼述对“合作制取代官僚制”观点的探讨 被引量:1

Cooperation Is the Generative Logic and Internal Characteristic of Bureaucracy——Discussing the Viewpoint of “Cooperative System Replacing Bureaucracy”

摘要 韦伯于西方工业革命时期提出了官僚制。随着社会实践的发展,有观点认为产生于低度不确定性和低度复杂性环境背景下的官僚制已经无法适应高度复杂性和高度不确定性的全球化和后工业化时代,故此建议用合作制取代官僚制。文章以组织管理和官僚制的特征视角从组织目标、组织结构、劳动分工、权力等级和组织环境五个方面对合作制进行了归纳、分析,发现合作制观点相互矛盾,可行性从理论和现实层面均需要进一步探讨。而官僚制是社会群居性动物追求个人利益,自愿联合形成的一种管理体制,合作是其内含的生成逻辑。为了提高我国官僚制组织的合作效率,建议运用信息化手段、提倡共情力和践行全过程人民民主进行改善。 Weber proposed bureaucracy during the Western Industrial Revolution period.With the development of social practice,some people believe that bureaucracy,which originated from coping with a low uncertainty and low complexity environment,can no longer adapt to the highly complex and highly uncertain globalization and postindustrialization era,so it is suggested to replace bureaucracy with cooperative system.From the perspective of organizational management and characteristics of bureaucracy,this paper summarizes and analyzes the cooperative system from five aspects:organizational goals,organizational structure,division of labor,power hierarchy and organizational environment,and finds that the cooperative system has contradictory viewpoints,and the feasibility of cooperative system needs further exploration from both theoretical and practical levels.Bureaucracy is a management system formed by the voluntary association of social creatures in pursuit of individual interests,and cooperation is its inherent generative logic.In order to improve the cooperation efficiency of bureaucratic organizations in China,it is recommended to use information technology,advocate empathy and practice people's democracy in the whole process.
