摘要
任何组织都是与当时代的社会结构相适应的,工业社会是一个分工——协作的体系,适应这一体系的官僚制就成为了组织的典型形态。公共政策以官僚制为依托来运作,官僚制组织的分工——协作反映到政策过程中,使得政策过程也体现为分工——协作的过程。在组织的专业化和职业化发展中,政策过程逐步碎片化了,政策结果逐步偏狭了。而全球化、后工业化进程使得政策问题以一个整体出现,其复杂性超出了作为分工——协作系统的官僚制所能解决的程度,这时需要一种全新的组织载体来重塑政策过程。这就是合作制组织。合作制组织是一个合作的行动系统,基于此开展的政策制定是一个合作而不是协作的过程,通过合作行动来生成政策,解决具有高度复杂性的政策问题。
Any organization adapts to social structure of the epic. Since the industrial society is a system of di- vision and collaboration? of labor, bureaucracy catering to the system becomes the typical form of organization. Op- erating on bureaucracy, public policy features in the process of division and collaboration. With organization being more and more specialized and professionalized, the policy process has become fragmented, which results in gradu- al narrowing of the policy results. While globalization and post - industrialization makes policy problems be deemed as a whole, its complexity is beyond the scope that the system of bureaucracy could solve. Therefore, a new type of organization is expected to reshape the process, which is cooperative system. Cooperative organization is a coopera- tive action system, operating in the process of cooperation rather than collaboration, which is advantageous in sol- ving the highly complicated policy problems.
