摘要
在全球碳减排的背景下,航空业面临着严峻的减碳压力,应用生物航油是航空业减碳的有效措施。本文在梳理生物航油产业发展的历程和当前全球供需格局、国内外规制和鼓励政策、影响生物航油产业发展的重要因素的基础上,从生物航油产业链角度出发分析了其产业结构,原材料的稳定获取及价格影响因素等,提出了我国发展生物航油产业既有紧迫性、又要兼顾国情实际的要求:一是,在政策层面要坚持“以我为主”立足国内需求,同时兼顾国际形势需要;二是,推动国内企业加快形成与规划要求相一致的生物航油生产能力,保障国内供应;三是,引导业内企业有序发展,推动行业资源整合,培育行业龙头企业,提高我国生物航油产业的发展水平;四是,坚持深入开展生物航油科技的自主研发,加强国际合作,提高我国生物航油产业在全球的影响力。
Under the background of global emission reduction,the aviation industry is facing severe carbon reduction pressure.The application of sustainable aviation fuel(SAF)is the most effective measure for carbon reduction in the aviation industry.As an industry,SAF has many different characteristics compared to the traditional aviation fuel industry.At present,it is rare to study it from the perspective of the industry.This article summarizes the development process of the SAF industry,the current global supply and demand pattern,domestic and foreign regulations and incentive policies,and important factors that affect the development of the SAF industry.From the perspective of the SAF industry chain,it analyzes its industrial structure,stable access to raw materials,and price influencing factors,and proposes the urgency of developing China's SAF industry,we must also adhere to the principle of stability as the top priority:firstly,at the policy level,we must adhere to the principle of"putting oneself first"based on domestic needs,while also taking into account the needs of the international situation;secondly,promote domestic enterprises to accelerate the formation of SAF production capacity that is consistent with planning requirements,and ensure domestic supply;the third is to guide the orderly development of industry enterprises,promote the integration of industry resources,cultivate industry leading enterprises,and improve the development level of China's SAF industry;the fourth is to adhere to in-depth independent research and development of SAF technology,strengthen international cooperation,and enhance the global influence of China's SAF industry.
