摘要
目的:基于元治理理念与绩效思想,构建新时代背景下的公立医院基层党建绩效考核体系,提高医疗服务体系基层党建工作的系统性、规范性和实效性。方法:依据元治理理念,剖析医院基层党建问题,围绕公立医院中心工作和党务工作实际,从治理与考核主体、建立考核指标、实施考核过程和考核结果应用等4方面构建公立医院党支部绩效考核体系,将其应用于实践。结果:遵循“有分类、有重点、有细节”原则设计宏观、中观和微观医院基层党建三级指标体系,以纵向的“党员-党支部支委-医院党委”为元治理中心线,以季度考核为时间循环线构建了医院基层党建的绩效考核体系。结论:基于元治理建立并动态调整公立医院基层党建绩效考核体系,能够实现基层党建工作规范化、标准化和实效性,不断提高公立医院基层党组织建设水平。
Objective:Based on the meta-governance concept and performance thinking,we construct a performance assessment system for grassroots Party construction in public hospitals in the context of the new era and improve the systemic,standardized,and effective work of grassroots Party construction in the medical service system.Methods:Based on the concept of meta-governance,after analyzing the problems of grassroots Party building in hospitals,the performance appraisal system of Party branches in public hospitals was built around the central work of public hospitals and the actual work of Party affairs and was applied in practice by determining the governance and appraisal subjects,establishing appraisal indicators,implementing the appraisal process and applying the appraisal results in four aspects.Results:Following the principle of‘classification,focus and details’,the three-level index system of macro,meso,and micro-hospital grassroots Party construction was designed,with the vertical‘Party members–Party branch sub-committee-hospital Party committee’as the meta-governance center line,and the quarterly assessment as the time cycle line to build the performance assessment system of hospital grassroots Party building.Conclusion:Establishing and dynamically adjusting the performance assessment system of grassroots Party building in public hospitals based on meta-governance can achieve standardization,standardization,and effectiveness of grassroots Party building work and continuously improve the construction level of grassroots Party organizations in public hospitals.
