摘要
以新型举国体制下关键核心技术攻关为背景,基于科技情报学提出新时期科研重大项目申报指南发布前审核评议的必要性和科学性。以过往10年广东省重大科技专项的申报指南形成方式为例,对项目申报指南的形成机制特征进行分析,运用文献计量法研究提高项目申报指南的科学性、合理性和公信力水平,以期为后续项目申报和立项工作奠定良好基础,提高财政科研经费使用效率。
Based on science and technology information science,this paper puts forward the necessity and scientific nature of review and evaluation before the release of application guidelines for Key Core Technology projects in the new era under the background of new nationwide system.Taking the form of application guidelines for major science and technology projects in Guangdong Province in the past 10 years as an example,this paper analyzes the characteristics of the formation mechanism of the project application guidelines,and uses big data bibliometric methods to improve the scientificity,rationality and credibility of the project application guidelines,so as to lay a good foundation for subsequent project application and project approval,and improve the efficiency of financial research funds.
