摘要
预算绩效管理是提高科研经费使用效益的重要战略工具,科学有效的科研预算绩效管理将有助于激发科研人员的创新活力,助力管理者正确决策,推动科技高质量发展。通过对我国科研预算绩效管理问题分析,笔者发现对其重要性认知不够充分、管理体系不尽合理、评价结果缺乏应用是制约科研预算绩效管理的关键因素,进而从提高对预算绩效管理重要性的认识、分类细化预算绩效管理、预算绩效与项目管理双重评价、建立激励约束机制方面提出对策,有效推进建立规范高效的预算绩效管理体系。
Budget performance management is an important strategic tool to improve the effectiveness of using research funds,and scientific and effective research budget performance management will help stimulate the innovation energy of researchers,help managers make correct decisions,and promote the high-quality development of science and technology.By analyzing the problems of scientific research budget performance management in China,the author find that insufficient recognition of its importance,unreasonable management system,and lack of application of evaluation results are the key factors restricting scientific research budget performance management,and then propose countermeasures in terms of improving the recognition of the importance of budget performance,classifying and refining budget performance management,double evaluation of budget performance and project management,and establishing incentive and restraint mechanisms,so as to effectively promote the establishment of standardized and efficient budget performance management system.
