摘要
地缘政治冲突的加剧使能源危机演变成为全球性风险,在此背景下国内外天然气价格联动愈加紧密,国内价格波动特征凸显,高价天然气资源与终端用户低承受能力之间的矛盾突出,价格“标杆”的建立更加紧迫。应进一步推进中国天然气价格市场化改革,以消除国际天然气价格大幅波动带来的不利影响。在系统梳理中国天然气上、中、下游价格形成机制及其互动关系的基础上,对当前国内天然气产业链价格形成机制中存在的问题进行了探讨,进而从产业链视角提出了中国天然气价格改革的路径及策略。
The intensification of geopolitical conflicts has turned the energy crisis into a global risk.In this context,the price linkage of natural gas at home and abroad becoming closer,the characteristics of domestic price fluctuations have become prominent,the contradiction between high-price natural gas resources and the low affordability of end users has become prominent.Therefore,the establishment of price benchmark is more urgent.We should further promote the market-oriented reform of China’s natural gas price to eliminate the adverse effects of the sharp fluctuations in international natural gas price.On the basis of systematically sorting out the upstream,midstream and downstream price formation mechanism and its interactive relationship of China’s natural gas,this paper discusses the problems existing in the current domestic natural gas industry chain price formation mechanism,and then puts forward the path and strategy of China’s natural gas price reform from the perspective of the industry chain.
