“双碳”目标下构建新型电力系统的挑战与展望

摘要 为实现“双碳”目标,加快发展新能源,构建以新能源为主体的新型电力系统已经成为国网行业的发展趋势。概述新型电力系统的核心内涵、关键特征以及演化路径3个方面。目前,我国电力系统以煤电为主和新能源为辅的供电模式。面对新型电力系统转型与传统供电结构存在能源安全、能源平衡以及能源成本等方面的挑战,提出协调能源与电力价格联动、建立健全电力绿色转型政策体系、加强“双高”电力系统管控力度以及构建适应新型电力系统的市场机制等措施,以加快新型电力系统的转型。 In order to meet the core of the stable and rapid development of new energy and the realization of the"double carbon"goal,building a new power system with new energy as the main body has become the development trend and direction of the State Grid industry.This paper summarizes the core connotation,key characteristics and evolution path of the new power system.At present,China's power system is still based on coal power and supplemented by new energy.At the same time,facing the challenges of accelerating the transformation of new power system and the traditional power supply structure in terms of energy security,energy balance and energy cost.Further,it proposes such measures as coordinating the linkage of energy and electricity prices,establishing and improving the green transformation policy system of electric power,strengthening the management and control of the"double high"power system,and building a market mechanism suitable for the new power system,so as to further accelerate the transformation of the new power system.
