摘要
党的二十大报告提出“国家安全是民族复兴的根基,社会稳定是国家强盛的前提”,并且强调要求“建设更高水平的平安中国,以新安全格局保障新发展格局”。当前我国加快推进国家安全体系建设和治理能力现代化,安全已经成为保障国家现代化发展的基本条件和重要前提。当前公安社会治理工作需清楚认知社会安全治理的新形势,要坚持统筹发展和安全两件大事,把着力点设定为坚持构建新安全格局,保障新发展格局。公安机关可以通过建立基层社会治理平台,提高突发事件应变能力,强化公安社会治理共同体理念,从新安全格局观出发,通过现代化预防警务体系等路径实现新安全格局的构建,以新安全格局观引领公安工作,从而实现社会治理创新。
The report to the 20th National Congress of the Communist Party of China states that“National security is the foundation of national rejuvenation,and social stability is the prerequisite for national prosperity”,and stresses the need to“build a safer China at a higher level,and ensure a new development pattern with a new security pattern”.It is clear that security has become the basic condition and important prerequisite for the modernization of the whole system and ability of the country.Public security social governance needs to clearly understand the new situation of social security governance,adhere to the two major issues of overall development and security,and set the focus to adhere to the construction of a new security pattern and ensure a new development pattern.Public security organs can realize the construction of a new security pattern by establishing a grassroots governance platform,improving the ability to respond to emergencies,strengthening the community concept of public security social governance,and promoting the modern preventive police system,so as to realize the innovation of public security social governance.
