摘要
能源对外依存度是能源安全测度的重要指标,从这一视角下探讨建立中国-东盟能源命运共同体,是基于我国当前能源面临形势提出的战略构想,意义重大。构建中国-东盟能源命运共同体当前机遇与挑战并存,但总体而言,机遇大于挑战,建议从明确能源命运共同体构建目标,夯实合作基础;建设能源命运共同体平台,拓展合作广度;明确能源命运共同体构建重点项目,挖掘合作深度;打造立体化的能源发展结构,提升合作质量;积极参与全球能源治理,完善保障机制等方面探讨中国-东盟能源命运共同体构建的路径。
External energy dependence is an important indicator of energy security. From the perspective of this indicator, the establishment of a China-ASEAN community with a shared future in energy is a strategic concept based on the current energy situation in my country, which is of great significance. At present, opportunities and challenges coexist in building a China-ASEAN community with a shared future in energy. But in general, opportunities outweigh challenges. It is recommended to explore the path of building a China-ASEAN community with a shared future in energy:(1) clarify the goals and consolidate the foundation for cooperation;(2) build a platform and expand the breadth of cooperation;(3) clarify the major projects and explore the depth of cooperation;(4) build a full-dimensional development structure and improve the quality of cooperation;and(5) participate in global energy governance actively and improve the guarantee mechanism.
