摘要
能源安全是国家经济发展和人民生活稳定的重要保障。随着时代的发展变化,能源安全的概念从稳定供应逐步扩展为可获取、可承受、可持续等多个维度。在新的国际发展形势下,中国的能源安全面临着低碳发展推动能源结构调整带来的能源可获取和可负担、艰巨的碳减排责任带来的能源可持续等挑战。梳理了能源安全内涵的演变历程,进一步在深入阐述全球能源格局新变化的基础上,分析中国能源安全面临的新问题和新挑战,认为只有立足中国的能源结构现状,在可以清洁高效利用煤炭,且CCUS、CCS技术逐步成为可负担得起的技术背景下,煤炭仍将在中国能源渐近转型过程中发挥重要的保障安全作用。
Energy security is an important guarantee for the country's economic development and the stability of people's lives. With the development of the times, the concept of energy security has gradually expanded from stable supply to multiple dimensions such as accessibility, affordability and sustainability. Under the new international development situation, China's energy security is facing the challenges of energy sustainability due to low-carbon development and energy restructuring, and the energy sustainability brought by the arduous carbon emission reduction responsibility. The evolution of the connotation of energy security was sorted out, on the basis of in-depth explanation of the new changes in the global energy landscape, the new problems and new challenges faced by China's energy security were analyzed. It believes that only based on the current energy structure of China, under the background that coal can be cleanly and efficiently utilized, and CCUS and CCS technologies can gradually become affordable technologies, coal will continue to play an important role in ensuring safety in the process of China's energy transition.
