摘要
在中老铁路开通运营和RCEP落地实施的背景下,分别阐述中老铁路跨境物流业务现状和RCEP的概念及作用,分析RCEP在利好物流业、促进跨境物流和跨境电商发展3个方面为中老铁路跨境物流带来的机遇,研判沿线物流基础设施配套不全、产业支撑能力不足、有效货源支撑较弱、“软联通”交流合作不畅4个方面的挑战,提出补强基础设施短板、完善中老铁路沿线枢纽节点,做大做强铁路沿线优势产业、打造产业集群,积极引进培育市场主体、激活产业发展动能,全面深化中老泰沟通合作、推动规则机制“软联通”,畅通中老泰国际铁路联运通道、加快形成环印度洋海公铁联运国际大通道5个方面的建议,为相关部门、企业和组织开展政策研究、拓展中老铁路跨境物流业务提供参考。
In the context of the opening and operation of China–Lao Railway and the implementation of RCEP, this study expounded on the current situation of the cross-border logistics business of China–Lao Railway and the concept and function of RCEP. We analyzed the opportunities brought by RCEP for cross-border logistics of China–Laos Railway in three aspects, namely, benefiting the logistics industry, promoting cross-border logistics, and cross-border e-commerce development. Moreover, we studied and evaluated the challenges in four aspects, i.e., incomplete logistics infrastructure support, insufficient industrial support capacity, weak support for effective cargo sources, and poor communication and cooperation in “soft connectivity.” Suggestions were proposed as follows: We should strengthen the weakness in infrastructure, improve the hub nodes along the China–Laos Railway, enlarge and strengthen the advantageous industries along the railway line, and create industrial clusters. We should actively introduce and cultivate market players, activate industrial development momentum, comprehensively deepen the communication and cooperation among China, Laos, and Thailand, and promote the “soft connection” of rules and mechanisms. We should smooth the international railway intermodal transport channel between China, Laos, and Thailand and accelerate the formation of an international corridor of the sea, rail, and public transport around the Indian Ocean. This paper provides references for relevant departments, enterprises, and organizations to carry out policy research and develop the cross-border logistics business along China-Laos Railway.
