摘要
中国-东盟泛亚铁路快速通道(又称快速通道或广西通道)由广西提出,泛亚铁路(又称泛亚铁路或云南通道)是从云南昆明—新加坡的铁路通道。快速通道主要面向泛北部湾次区域,泛亚铁路则面向大湄公河次区域,虽然次区域不同,但都是通向东盟各国的重要通道和区域。文章认为两区域合作关系重于竞争关系,促进区域合作当以运输通道合作为纽带,因此提出运输联盟的思想,并围绕运输联盟基本框架,论述了铁路联运的整体流程、衍生效应、治理机制三方面内容,旨在通过统筹部署中国-东盟铁路运输通道,实现区域交通和经济资源的优化配置。
The concept of transporation alliance is proposed to integrate the China-ASEAN Express Railway Corridor ( also Guangxi Corridor) and the Trans-Asian railway between Yunnan province and Singapore (Yunnan Corridor). These corri- dors serve different sub-regions ; however, both of them are important connections between China and ASEAN. We believe that cooperation with this region is more significant than competition, and thus the railway alliance will enhance regional e- conomic integration. In order to construct the basic theoretical frame work, we discussed railway transport on its overall process, derivative effects, and governance mechanism, which aims at the coordinated development of regional economics as well as the optimal distribution of resources.
