摘要
随着空间治理向精细化治理转型,城市面临的空间治理问题越发复杂,亟需创新治理机制和方法路径,责任规划师制度则是城市推进空间治理精细化和塑造高品质空间的重要创举。责任规划师制度探索除了需要顶层制度设计支撑,更应结合基层行动策略,系统提升空间治理的精细化水平。文章以深圳的责任规划师制度为研究对象,总结其演进历程,并从“制度—行为”互动关系视角出发,在制度设计层面探讨责任规划师制度的多元工作模式、存量技术平台与政策支撑体系;在行为策略层面分析责任规划师推动空间体系重构、营造人本宜居环境和关注公众参与机制等系列实践行动。最后,文章针对当前责任规划师制度存在的主要问题提出优化策略,以期能为我国城市空间治理制度体系建设和治理能力提升提供借鉴。
Refined urban space governance and complex built-up space governance require innovative mechanism and path,for which responsible planner system is an important approach in the creation of high quality urban spaces.Besides top level design,responsible planner system shall integrate grass root actions to improve the refined governance of urban space.This paper takes Shenzhen as a sample and concludes the evolution of responsible planner system,discusses the multi modes,built-up area planning,and policy support at institutional level from the perspective of“Systembehavior”interactive relationship.At the level of behavioral strategy,it focus on analyzing responsible planners promote the reconstruction of spatial system,create a humanistic livable environment,concern about public participation mechanisms and other practical actions.Finally,it puts forwards optimization strategies in the face of the challenges of responsible planner system,so as to improve urban space governance system and governance capability.
