摘要
面向高质量发展的城市发展背景,空间治理逐渐向精细化治理转型,但在实际开发过程中,由于涉及政府、市场、社会等多方主体的参与和复杂的管理机制的博弈,顶层的设计逻辑与意图往往在实施层面无法有效落实。为实现更高水平管理、更高质量的实施目标,明珠湾积极探索规划管理与工作机制的创新,建立重点地区高品质规划实施的基本路径。通过常态化的长效管理机制,转变过去粗线条的规划实施模式,以更精细、更科学的管理手段及动态机制创新,实现城市的高质量发展,推进重点功能片区的精细化治理。
In the context of high-quality urban development,spatial governance is gradually transitioning towards refined governance.However,in the actual development process,due to the participation of multiple stakeholders such as the government,the market,and society,as well as the complex management mechanism game,the top-level design logic and intention often cannot be effectively implemented at the implementation level.In order to achieve the goals of higher level management and higher quality implementation,Mingzhu Bay actively explores innovation in planning management and work mechanisms,and establishes a basic path for the implementation of high-quality planning in key areas.By establishing a normalized long-term management mechanism and transforming the traditional rough planning and implementation model,we aim to innovate more refined and scientific management methods and dynamic mechanisms to achieve high-quality urban development and promote refined governance of key functional areas.
