摘要
文章基于相关服务现状,将公共图书馆智库建设分为智库服务、准智库、独立智库三个发展阶段,提出建设“准智库”可开展的具有图书馆特色的智库型服务,包括课题研究、政策评议分析、科学评价、舆情分析与研判、知识产权评议分析、行业分析等。最后文章结合问卷调查显示智库建设的主要困难,提出通过围绕智库型服务建章立制,健全数据资源,培养专业队伍,挖掘用户需求,完善成果展示、推广、应用与评价,组建或加入智库联盟等方式来建设“准智库”,以找到一条可持续发展的智库建设之路。
Based on the current situation of related services,the article divides the construction of public library think tanks into three stages of development:think tank services,quasi think tanks,and independent think tanks,and proposes that the construction of"quasi think tanks"can carry out think tank services with library characteristics,including subject research,policy review and analysis,scientific evaluation,public opinion analysis and judgment,intellectual property review and analysis,and industry analysis,etc.Finally,combining the main difficulties revealed by the questionnaire survey,we propose to build a"quasi think tank"by establishing rules and regulations around think-tank services,improving data resources,cultivating professional teams,exploring users'needs,improving the display,promotion and evaluation of results,and forming or participating in think-tank alliances,so as to find a sustainable path of think-tank construction.
