摘要
老旧小区改造涉及利益主体众多,且诉求多样,导致居民产权受损等风险加大,如何有针对性地进行补偿是实现改造目标的关键。从利益相关者视角界定了老旧小区改造中各利益主体对应的诉求,量化利益受损风险;利用社会网络分析法探究诉求间的影响关系,锁定利益补偿重点,提出补偿策略;结合华馨家园改造实践,提出实施“改-建-运”模式补偿策略。研究提出了系统性、针对性的老旧小区改造利益补偿模型,可为政府有效补偿各方潜在的利益受损提供参考。
The renovation of old communities involves many stakeholders and diverse interest demands,which leads to the increased risks such as damage to residents′property rights.How to compensate for existing problems is the key to achieving the goal of renovation.Therefore,this paper firstly defines the corresponding interest demands of various stakeholders in the renovation of old communities from the perspective of stakeholders,and quantifies the risk of loss of interests;locking the focus of interest compensation,taking the internalization of externalities as the solution path,and proposing compensation strategies for various stakeholders.Finally,taking the transformation of Huaxin Homestead as an example,it is proposed to strengthen the overall layout of cross-community,improve the public participation mechanism and implement“reform-compensation” strategies such as the“build-transport”model.This paper provides a systematic and targeted benefit compensation model for the renovation of old communities,which can provide a reference for the government to effectively compensate the potential damage to the interests of all parties.
