摘要
高校实验室是培养创新人才的重要基地,是“新工科”建设发展的重要支撑。在“新工科”建设背景下,高校实验室安全管理成为重要关注点,研究热度持续上升。通过梳理和分析文献报道中的高校实验室安全事故原因发现,实验室管理粗放、安全意识薄弱、法律意识淡薄、实验操作不当等人为主观因素不容忽视,并对国内外高校实验室安全管理机制研究进展进行了简要综述。结合“新工科”背景下高校实验室安全管理的难点和不足,针对组织机构、规章制度、教育培训、监督检查、规划保障等方面提出“三全五实”的实验室安全管理对策,为构建科学完善的实验室安全管理体系、提升实验室安全管理水平提供参考与借鉴。
University laboratory is an important base for cultivating innovative talents and an important support for the construction and development of“new engineering”.Under the background of“new engineering”,university laboratory safety management has become an important focus,and the research heat continues to rise.By combing and analyzing the causes of university laboratory safety accidents reported in the literature,it is found that human subjective factors such as extensive laboratory management,weak safety awareness,weak legal awareness and improper experimental operation cannot be ignored.Further more,this paper briefly summarizes the research progress of typical university laboratory safety management mechanism at home and abroad.Combined with the difficulties and deficiencies of laboratory safety management in universities,this paper puts forward the countermeasures of“three full and five implementation”laboratory safety management from the aspects of organization,rules and regulations,education and training,supervision and inspection,planning and guarantee,in order to build a scientific and perfect laboratory safety management system to improve the level of laboratory safety management.
