摘要
士绅在传统中国扮演了重要角色,但往往被先入为主地想象为道德载体,由此对传统中国基层治理机制的认识产生偏差。本文对于支撑士绅群体实现基层公共品供给职能的组织与制度基础进行了系统的理论分析,提出士绅其实是一种重要的制度安排,并与其他制度相配套形成对士绅参与基层公共品供给的激励与约束。作为平民与官员之间的特定阶层,士绅连接了政府与民间社会,政府通过士绅等民间主体将权力渗透到基层,并与其他民间主体共同推动基层自治,成为基层社会的核心。士绅通过创建和领导民间组织供给公共品,克服了自然人的天然局限,推动公共品的长期运营与可持续发展。
Scholars have long emphasized the role of gentry butthey are often preconceived as a moral carrier,resulting in an incomprehensive understanding of grassroots governance mechanism in traditional China.This paper systematically analyse the organizational and institutional basis that support the gentry to supply grass-roots public goods,which puts forward that the gentry is actually an important institutional arrangement,matching with other institutions,incentivize and restrain the gentry to participate in the supply of public goods ingrassroots society.As a specific stratum between civilians and officials,gentry connects the government and civil society,which makes government infiltrates power into the grassroots society possible.Therefore,gentry become the cornerstone of grassroots society because of their function of promoting grass-roots autonomy together with other civil subjects,which has.The gentry overcame the natural limitations of human-being by establishing and leading civil organizations to supply public goods,which also promoted the long-term operation and sustainable development of public goods.
