摘要
数字技术从资源配置、主体关系、信息媒体和活动形态四个方面重塑协商民主格局。本文基于“‘码’上议”案例,发现其以制度设计实现了数字时代协商民主的治道变革,即在制度设计的总体框架内,依托数字技术精准发掘和提炼政策议题,通过在线沟通交流化解矛盾分歧,从而形成基于政策共识的民主决策。这种效应植根于制度规范提供的技术路径选择,得益于地方党政机关的创新实践、协商组织与程序建构的制度逻辑以及协商民主的数字化运用。本文的主要理论贡献在于阐述了“技术嵌入”与“制度供给”在数字协商场域的互动机理,为其进一步发展完善以推动民主成长提供参考和借鉴。
Digital technology has reshaped the landscape of deliberative democracy in four aspects:resource allocation,subject relations,media information,and activity forms.Based on the case of the"Code-based Discussion"project,finds that it has achieved a transformation in governance through institutional design in the digital age.Specifically,within the overall framework of institutional design,it can accurately identify and refine policy issues through digital technology,resolve contradictions and disagreements through online communication,and thus form democratic decisions based on policy consensus.This effect is rooted in the technical pathways provided by institutional norms,benefiting from the innovative practices of local party and government agencies,the institutional logic of deliberative organizations and procedures,and the digital application of deliberative democracy.The main theoretical contribution of this paper lies in elucidating the interactive mechanism between"technological embedding"and"institutional supply"in the digital deliberative field,providing reference and inspiration for its further development and improvement to promote democratic growth.
