摘要
全过程人民民主是对西方既有民主理论的超越和创新,是对中国民主治理实践的探索和升华。全过程人民民主是一种实践属性鲜明的民主形态,已有研究对其缺乏实证分析。天长市“1+N+X”协商委员会作为新型基层群众自治组织,通过政党引领、议题融入、多元参与和有效监督等协商治理环节,完整地呈现了全过程人民民主的结构要素和运行机制。全过程人民民主不仅丰富了中国共产党治国理政的民主实践,也将中国的民主制度优势转化为治理效能,更为构建中国特色民主话语体系提供了现实借鉴和理论支撑。
The whole process of people’s democracy is the transcendence and innovation of the existing western democratic theory,and the exploration and sublimation of China’s democratic governance practice.As a kind of democracy with distinct practical attributes,there is no empirical analysis of people’s democracy in the whole process.As a new type of grassroots self-governing organization,the“1+N+X”Consultative Committee of Tianchang fully presents the structural elements and operation mechanism of people’s democracy in the whole process through consultation and governance links such as party guidance,integration of issues,diversified participation and effective supervision.The whole process of people’s democracy has not only enriched the democratic practice of the CPC’s governance,but also transformed the advantages of China’s democratic system into governance efficiency,and provided practical reference and theoretical support for the construction of the democratic discourse system with Chinese characteristics.
