摘要
全过程人民民主是中国特色社会主义民主政治的集中表达,是中国共产党团结带领中国人民追求民主、发展民主、实现民主的伟大创造。理解这一伟大创造需要全面审省全过程人民民主的可能性这一超越性、创新性、开拓性的根本问题。对此,需要将全过程人民民主置于人类政治文明和社会主义政治文明的发展历程中,聚焦于人民性、真实性、有效性等基础要素,揭示出全过程人民民主在推动民主政治发展“求应型转向”中的历史性跨越与在凝练社会主义民主“话语典范”中的概念性变革。在此基础上,围绕中国式现代化新道路的根本需求,进一步阐明全链条、全方位、全覆盖的全过程人民民主的善治本质及提升逻辑,这对于理解民主政治发展规律提供了新的理解逻辑,有助于把握全过程人民民主的独创性贡献。
The whole-process people’s democracy is the concentrated expression of socialist democratic politics with Chinese characteristics,and it is a great creation of the CPC to unite and lead the people to pursue democracy,develop democracy,and realize democracy.Understanding this great creation requires a comprehensive review of the possibility of the whole-processpeople’s democracy,which is a fundamental issue related to transcendence,innovation and pioneering.In this regard,the whole-process people’s democracy needs to be placed in the development process of human political civilization and socialist political civilization,focusing on basic elements such as people’s nature,authenticity,and effectiveness,and revealing that the whole-process people’s democracy undergoes a historic leap in promoting the development of democratic politics and the“response type turn”,and experiences a conceptional change in condensing the“discourse paradigm”of socialist democracy.On this basis,centering on the new path of Chinese-style modernization,further clarifying the nature of good governance and the promoting logic of the whole-processpeople’s democracy,all these providea new logic for understanding the development law of democratic politics.It is helpful to grasp the unique contribution of people’s democracy in the world.
