摘要
基础教育是提高民族素质的奠基工程,是立德树人的事业,在国民教育体系中处于基础性、先导性地位。党的十八大以来,习近平总书记站在实现中华民族伟大复兴的政治立场,对新时代我国基础教育的战略定位、使命任务与发展方略作出了高屋建瓴的擘画,涵盖家庭、学校和社会三个方面:家庭是人生的第一个课堂,强化学校教育的主阵地作用,全社会都要担负起青少年成长成才的责任。习近平总书记关于基础教育的重要论述的核心要义体现为“五个突出”:突出“中国人”意识,突出“五育并举”,突出“公平而有质量”,突出“学校主体责任”,突出“家校社协同”。习近平总书记关于基础教育的重要论述引领基础教育取得跨越式发展和历史性成就,推动基础教育普及水平显著提升、公平水平不断彰显、治理水平持续提升、投入水平大幅提高、育人体系进一步完善。习近平总书记关于基础教育的重要论述激发了培养社会主义建设者和接班人的政治自觉,丰富和发展了马克思主义中国化在基础教育领域的理论成果,为新时代基础教育更高水平的改革发展提供了行动纲领。
Basic education,which serves as a groundbreaking project improving the national quality,and a cause of molding high morals and cultivating talents based on people orientation,maintains a basic and leading position in the national education system.Since the 18th CPC National Congress,the CPC Central Committee’s General Secretary Xi Jinping,taking the political position of achieving the great rejuvenation of the Chinese nation,has drawn up an all-round and in-depth plan for the strategic positioning,missions and strategies for the development of China’s basic education in the new era,with the plan covering three aspects:A family is the first classroom in a person’s life,school education needs to strengthen its major position,and the whole society must shoulder responsibility for the growth of school-age children and adolescents.General Secretary Xi Jinping’s important expositions on basic education highlight five core connotations:the consciousness of the"Chinese people,"all-around development in morals,intelligence,sound constitution,aesthetics and job skills,fair and quality education,the major responsibilities of schools,and collaborative education by families,schools and the community.These important expositions have guided basic education to make a great leap forward in its development and achieve historic achievements:the significant improvement of the popularization of basic education,the continuous demonstration of educational fairness,the enhancement of educational governance,the substantial increase in educational inputs,and the further improvement of the educational system.These important expositions have inspired the political consciousness of cultivating socialist builders and successors,enriched and developed the theoretical achievements of Sinicized Marxism in the field of basic education,and provided guidelines for the reform and development of basic education at a higher level in the new era.
