摘要
制定教育质量国家标准,建立健全教育质量保障体系,是世界多国教育发展到较高水平的重要特征。教育质量标准可分为内容标准、评价标准和保障标准三个维度。国际上制定教育质量标准的基本原则包括公平性原则、目标性原则、灵活性原则、清晰性原则和系统性原则。教育质量标准实施和评价的基本模式有行政主导、专业主导和专设机构主导等三种模式。我国在制定教育质量国家标准时要转变政府职能,从直接管理转向宏观指导;关注学生个体发展,充分发挥标准的改进功能;因地制宜,建立适合本国国情的管理模式;民主决策,鼓励各利益相关者共同参与标准制定。
One important feature in many counties whose education has come to a higher level is to develop national standards for education, establish and improve their education quality guarantee system. The education quality standards comprise content standards, assessment standards and assurance standards. Five guiding principles of setting the standards are generally recognized, including equal access to quality education, fitness to purpose, diversity, clearance and systematicity, The implementation and evaluation of education quality standards are mainly led by education ministry of central governments, professional organizations and specialized agencies. It's suggested that we should shift the function of government from direct administrative intervention to macro guidance, focus on students" individual development and give full play to national standards for education improvement; set up an administration mode suitable to China's national conditions; and encourage all relative stakeholders to democratically engage in establishment of standards process.
