摘要
将高质量发展政策要求转化为系统性、具体性工作安排,是现阶段公立医院内部管理改革的重点。基于大型公立医院视角,高质量发展核心内涵是:技术进步、服务均等化同质化、科技自立自强、医防融合、管理机制创新等;改革策略是:优化生产要素在资源布局、技术创新、学科与科研、经济运营方面的配置。文章介绍了华中科技大学同济医学院附属协和医院“筑牢三项基础、实施六项行动,加快推动高质量发展”的实践经验,为公立医院高质量发展提供借鉴。
Transforming the requirements of high-quality development policies into systematic and specific work arrangements is the focus of the internal management reform of public hospitals at this stage.Based on the perspective of large public hospitals,the core connotation of high-quality development contains technological progress,service equalization and homogenization,self-reliance and self-improvement of science and technology,integration of medical and prevention,innovation of management mechanism,etc.The reform strategy is to optimize the allocation of production factors in resource layout,technological innovation,discipline and scientific research,and economic operation.It introduces the practical experience of"building three foundations,implementing six actions and accelerating high-quality development"in Union Hospital Tongji Medical College Huazhong University of Science and Technology,providing references for the high-quality development of public hospitals.
