论法治推进碳达峰行动:逻辑、原则与机制

On Implementing the Action Plan for Carbon Dioxide Peaking through Rule of Law:Logic,Principle and Mechanism

摘要 我国“双碳”战略目标的提出充分展示了在全球气候变化关键情势下大国的责任与担当,作为实现目标第一步的碳达峰行动具有重要的战略地位。以新时期全面绿色转型发展为背景来探究碳达峰行动的新型理念,既是对传统能源结构与产业结构深度依赖性的反思,也是对未来低碳清洁能源发展大势前瞻性的研判,通过气候外交提升国际话语权。遵循法治推进碳达峰行动的基础原则,加强立法、行政和司法机关在碳达峰法治行动中的分工协作,落实碳达峰法治化行动机制。
