摘要
产业基础是产业发展的基石、制造强国的根基和实现产业链现代化的前提,决定着产业发展的自主可控水平、长远竞争能力和整体发展高度。当今世界,主要制造强国都是产业基础能力强大的国家。中国实施产业基础再造工程,应充分借鉴美国、德国、日本等提升产业基础能力的有益做法,把握一个核心,培育两大主体,强化“要素—平台—制度”三维支撑,促进四个结合,实施五大任务,构建“一二三四五”政策体系,加快突破“卡脖子”瓶颈约束,努力实现能力再造、体系再造和制度再造,积极构建和再造具有世界先进水平、支撑产业高质量发展、产业链现代化和国内国际双循环相互促进新发展格局的产业基础体系。
Industrial foundation is the cornerstone of industrial development,the foundation of a strong manufacturing country and the premise of modernizing the industrial chain,which determines the level of independent control of industrial development,long-term competitiveness and overall development height.In today’s world,the main manufacturing power is a strong industrial foundation capacity of the country.China’s implementation of industrial foundation reconstruction project,should fully learn from the United States,Germany,Japan and other useful practices to enhance industrial foundation capacity,grasp a core,cultivate the two main bodies,strengthen the’elements-platform-system’three-dimensional support,promote the four combined,the implementation of five major tasks,build’one,two,three,four,five’policy system,accelerate the breakthrough of’bottleneck’constraints,and strive to achieve capacity reconstruction,system reconstruction and institution reconstruction,actively build and reconstruction with the world’s advanced level,support high-quality industrial development,industrial chain modernization and domestic and international dual cycle of mutual promotion of the new development pattern of the industrial foundation system.
