摘要
美国SEMATECH被认为是政府-企业合作产业技术创新联盟较为成功的范例。在文献分析基础上,概述了SEMATECH联盟的起因和发展,研究了政府资助期间美国联邦政府在SEMATECH中的定位、经费投入和监督管理等行为,指出联盟中政府参与仍存在的一些问题,最后给出了政府在产业技术创新联盟运行管理中应关注的几个方面的建议。
U.S.SEMATECH has been considered as a successful example of the government-industrial technology innovation consortia.Based on the literature review,the paper outlines the background and the development of SEMATECH,analyses the U.S.federal role of SEMATECH in the government administration,financial subsidy and its audit,pointing out several problems existed in the government-sponsored consortia.Finally,it gives some advices on how to care about the government administration in the technological innovation consortia.
