摘要
如何恰当使用数字技术驱动社会共治,是城市基层治理的核心问题。以杭州市拱墅区“城市眼·云共治”为例,研究数字技术驱动社会共治的机制。研究发现,恰当使用技术搭建数字平台,构建社会共治体系,运用社会机制执行行政任务,能够提升社会内生能力,让基层足够智慧。未来的治理需要避免过度使用技术,恰当运用数字技术让社会机制运行起来,推动基层再组织,持续提升社会内生能力,让基层从治理的“末梢”转变为“前哨”。
How to properly use digital technology and how to combine digital technology with social governance mechanisms are the core issues of smart city construction.Based on the case of“city eye and cloud co-governance”in Gongshu,Hangzhou,the paper has studied the mechanism of digital technology-driven social co-governance from the perspective of social governance.It is concluded that appropriately use of technology to build a digital platform,building a social co-governance system,and using social mechanisms to perform administrative tasks could enhance the endogenous capacity of society and make the grassroots smart enough.In the future smart city needs to avoid excessive use of technology,use digital technology appropriately to make social mechanisms operate,promote the reorganization of the grassroots,and continuously improve the endogenous capabilities of society,so that the grassroots can transform from the“end”of governance to the“front line”of governance.
