摘要
作为我们党开展农村工作的一种传统 ,“下派干部 (或工作队 )”、“部门包村” ,仍是当前农村工作中常见的方法。这种政府主导的运动式乡村建设模式存在严重的内在制度性缺失。工作队陷入与包村单位、受包乡村之间的复杂关系 ,处于“两张皮”的尴尬境地。下派工作队虽在形式上已高度制度化 ,但实际上却是高度的非制度化 ,难以成为乡村建设的“长效机制”。以人为本 ,走参与式发展道路 ,或许是乡村建设与治理中值得学习和借鉴的经验。
As a CPC tradition in conducting works in the countryside, ways of setting up work office, sending cadres and helping one village by one particular bureau are still common seen. There is serious inner defect in this kind of rural construction model. Work team is easy to fall into the complicated relation between aiding unit and aided village. Although the dispatched work team has been already systematized in form, actually, it is non-systematized so it is difficult to become a long-term system. Regard human as the root, following the developed line of participation, may be worth studying and using for reference in the rural construction and administration.
