摘要
村务监督是贯穿于村庄治理运作始终的一项重要功能。后陈村根据农村经济社会发展和民主治村的要求,在政府推动下率先实行村务监督委员会制度,进行了村务监督的制度创新。具有重要的创新意义:(1)推进了村级民主管理制度的体系化;(2)构建了村级权力制衡机制;(3)增强了村民代表会议的地位和村庄公共权力的合法性基础;(4)创新了监督机制。村务监督委员会制度的导入和运作,明显地促进了村庄治理的改善。然而,由于制度本身存在的一些缺陷以及现有权力分配格局的影响,村务监督监督制度在实际运作中也会产生形变。
Village supervising is an important function running through the village governing. Under the requirement of developing the country＇s economy and society and governing the village in democracy, Houchen Village put the system of village affair supervising committee into practice and carded out the system innovation in the village affair supervising. Their practice has the following important significances： （1） It advanced the systematism of village democratic management; （2）It established the mechanism of village power operation： （3）It enhanced the status of villager representative meeting and the legal basis of village public power; （4）It made innovation to the supervising mechanism. The introducing and operating of the village affair supervising committee improved the village governing. However, the system itself has changed in practice because of the limitation of the system and the influence of the power structure.
