摘要
网络舆情风险处置需要关口前移、源头治理。在社会燃烧理论视角下,网络舆情的失序是社会因素的“燃烧物质”“助燃剂”“点火温度”共同作用的结果。新媒体改变了人们的交往方式,增大了舆情风险的触发概率,其机理表现为技术的“易可及性”“话语赋权”“放大效应”扩展了网络舆情触发的“可燃范围”、拓展了网络舆情激化的“助燃空间”、升高了网络舆情失序的“点燃温度”。传统“技术熔断”模式已难以应对新媒体时代更具突发性与规模化、隐匿性与盲目化、开放性与无中心化特征的舆情传播态势。新媒体时代的网络舆情风险治理,应不断丰富治理工具、完善治理机制、革新治理理念,依托现代信息技术全面监测“可燃物”、系统治理“助燃空间”、重塑秩序避免舆情“升温点火”。
The risk disposal of network public opinion needs to move the gate forward and control the source.From the perspective of social combustion theory,the disorder of network public opinion is the result of the combined action of“combustion substances”,“accelerants”and“ignition temperature”of social factors.New media has changed the way people interact and increased the triggering probability of public opinion risks.It has created the“combustion space”for the intensification of online public opinion,and the“ignition temperature”of the disordered network public opinion.The traditional“technology circuit breaker”model has been unable to cope with the more sudden and large-scale,concealed and blind,open and decentralized characteristics of public opinion dissemination in the new media era.In the management of online public opinion risks in the new media era,we should constantly enrich governance tools,improve governance mechanisms,and innovate governance concepts,relying on modern information technology to comprehensively monitor“combustibles”,systematically manage“combustible space”,and reshape the order to avoid public opinion“heating up and igniting”.
