摘要
[目的/意义]突发事件频繁爆发,突发事件网络舆情极易催生新形态的网络舆情风险,危及国家和社会安全,网络舆情场博弈已经成为突发事件应急管理的第二现场,研究网络舆情的风险治理机制可以有效预报风险要素、预防风险升级并提供相应的治理方案。[方法/过程]文章以WSR系统方法论为研究视角,界定突发事件网络舆情风险的相关概念,识别突发事件网络舆情的风险要素。在此基础上,基于理论预设的过程机制制定风险治理工作流程,以物理、事理、人理三方面建设为实施路径,构建突发事件网络舆情的风险治理机制。[结果/结论]研究构建的突发事件网络舆情风险治理机制,可以促进风险治理朝着多元主体协同,集风险监测、风险反馈、风险决策及风险评价于一体的协同联动治理机制转变,为有关部门防范化解网络舆情风险提供参考。
[Purpose/significance]With frequent outbreaks of emergencies,the internet public opinion of emergencies is very likely to spawn new forms of risks that affect national and social security,and the internet public opinion field game has become the second scene of emergency management of emergencies.Studying the risk governance mechanism of internet public opinion can effectively prevent risk elements,avoid risk escalation,and provide corresponding governance solutions.[Methd/process]From the perspective of Wuli-Shili-Renli system approach,this paper defines the concepts related to the risk of emergency internet public opinion and identifies the risk elements of emergency internet public opinion.On this basis,it formulates the risk governance workflow based on the theoretically predetermined process mechanism,and constructs the risk governance mechanism of emergency internet public opinion with the Wuli,Shili and Renli construction as the implementation path.[Result/conclusion]The risk governance mechanism of public opinion on the Internet for emergencies constructed by the study can promote the transformation of risk governance toward a multi-agent collaborative linkage governance mechanism that integrates risk monitoring,risk feedback,risk decision-making and risk evaluation,and provide a reference for relevant departments to prevent and resolve the risk of public internet on the Internet.
