摘要
随着社会风险多样性和应急管理复杂性的增加,突发事件对政府的应对能力提出了更高的要求。作为一种现代化治理思路,政府跨部门协同在应急管理中发挥着越来越重要的赋能效用。大型体育赛事是一个国家展现治理能力和治理水平的综合平台,基于典型性、代表性、时间性、区域性原则,以公共安全、公共卫生、自然灾害为主要的突发事件类型,选取以往三届奥运会应急管理实践进行深入分析,有助于从奥运危机应对角度讨论政府部门协同机制在应急管理中的赋能作用。研究发现:尽管不同国家应急管理体制的成熟程度有所差异,但在奥运危机应对中其跨部门协同均在一定程度上促进了资源整合,增强了处置效率,缓解了碎片化缺陷,凸显了政府跨部门协同机制在突发事件应对中的治理优势。更为重要的是,从制度、组织和技术三个层面揭示政府跨部门协同在应急管理中的赋能效用,可为奥运危机应对提供参考方案。
As social risks continue to diversify and emergency management tends to become more complex, various types of emergencies have put higher demands on governance capabilities.As a modern governance idea, governmental cross-departmental collaboration is playing its increasingly empowering role in emergency management.Large-scale sports events form a comprehensive platform for a country to show its governance capacity and level of governance.Based on the principles of typicality, representativeness, temporality, and regionality, and with public safety, public health, and natural disasters as the main types of emergencies, this paper selects three Olympic Games emergency management practices for in-depth analysis, which helps to discuss the empowering role of government departmental synergy mechanism in emergency management from the perspective of Olympic crisis response.The study finds that despite the differences in the maturity of emergency management systems in different countries, their cross-departmental collaboration in the practice of emergency management in Olympic crises has, to some extent, promoted resource integration, enhanced disposal efficiency, and alleviated fragmentation deficiencies, highlighting the governance advantages of governmental cross-departmental collaboration mechanisms in emergency management.More importantly, it reveals the empowering effect of governmental cross-departmental collaboration in emergency management from three levels: institutional, organizational, and technical, and provides a reference solution for the construction of emergency management system for the 2022 Beijing Winter Olympics.
