摘要
关键核心技术国产替代不仅是缓解技术断供风险和保障供应链安全可控的重要手段,更是突破“卡脖子”瓶颈、实现经济高质量发展和塑造国际竞争新优势的必然选择。本文从基本逻辑、驱动因素与实现路径三个方面对关键核心技术国产替代进行深入分析,旨在为保障我国产业链供应链安全、推动产业迈向中高端提供理论支撑。研究表明,随着国家所处赶超周期与外部环境的变化,关键核心技术国产替代的基本逻辑沿着“效益逻辑-价值逻辑-安全逻辑”方向依次转换;关键核心技术国产替代行为通常受到技术就绪度、技术能力、市场机会等技术、组织与环境因素的共同驱动作用;关键核心技术国产替代在进入期的主要实现路径包括技术代工积累型与技术引进吸收型,追赶期的主要路径是技术跨国并购型与制度市场驱动型,跨越期则以自主创新驱动型为主。
Domestic substitution of key core technologies is not only an essential means to alleviate the risk of core technology "cutting-off" and ensure the safety of the supply chains, but also an inevitable choice to break the bottleneck of the "stuck neck", achieve high-quality economic development, and shape new advantages in international competition. This paper analyzes the domestic substitution of key core technologies from three aspects including basic logic, driving factors and realization paths,and aims to provide theoretical support for ensuring the security of China’s industrial chain supply chain and promoting the industry toward middle and high-end. First, we found that with the country’s catching-up cycle and changes in the external environment, the basic logic of domestic substitution of key core technologies will shift in the direction of "benefit logic-value logicsafety logic". Second, domestic substitution of key core technologies is usually driven by technical, organizational and environmental factors such as technological readiness, technology capability, and market opportunities. Third, the main realization paths for domestic substitution of key core technologies in the entry period include technology introduction and absorption, the main paths for catch-up period are technology cross-border mergers and acquisitions and institutional market-driven, and independent innovation-driven types are the main paths for the leap-over period.
