摘要
电子博硕学位论文建设是学位论文开放获取实践的基础,也是机构知识库建设的一个特例分支,国家级的公益性服务体系建设及OA实践在我国内地尚未有效起步,相关研究也缺少系统性。本文以IR可持续发展理论为指导,结合国内外先进经验,指出推动我国学位论文OA实践的关键在于组织引导和机制变革,应建立自上而下的、以OA为宗旨的权威集成服务体系和配套制度体系,包括驱动机制、授权机制和保障机制,保持电子博硕学位论文服务体系建设与主客观环境的协调发展。为此,提出"三大策略+三大机制"的实践框架和实施建议。图2。表2。参考文献58。
The construction of electronic theses&dissertations(ETD)is not only the basis of the practice of open access to dissertations,but also a special branch of institutional repository construction.The construction of its national public service system and its OA practice have not started effectively in the mainland of China,and the relevant research is also lack of systematicness.Guided by IR sustainable development theory and combined with advanced experience at home and abroad,this paper points out that the key to promoting OA to ETD practice in China lies in organizational guidance and mechanism innovation.We should establish a top-down,OA oriented authoritative integrated service system,and supporting mechanism,including driving mechanism,authorization mechanism and guarantee mechanism,so as to make the ETD service system develop in harmony with the subjective and objective environment.Therefore,the practical framework and implementation suggestions of“three core businesses+three guarantee mechanisms”are put forward.2 figs.2 tabs.58 refs.
