摘要
三峡库区脱贫农民融入乡村振兴事关脱贫攻坚与乡村振兴政策的有效接续问题,是我国推进传统深度贫困区域接续现代化进程的重要样本。基于库区深度调研,在梳理分析库区脱贫攻坚主要经验和库区振兴梗阻的基础上,提出库区脱贫农民融入乡村振兴战略的逻辑和路径:强化党组织建设、构建巩固脱贫成果长效机制、转换政策举措、培育库区特色产业和引导文明乡风,以期推动库区农村农业现代化。
The integration into Rural Revitalization for poverty-overcome farmers in the Three Gorges Reservoir area is related to the effective continuation of poverty alleviation and Rural Revitalization policies, and it is an important sample to promote the continuous modernization process of traditional deep poverty areas in China. Based on the in-depth investigation in the reservoir area, this paper analyzes the main experience of poverty alleviation in the reservoir area and the obstacles in the revitalization of the reservoir area, and puts forward the analysis and path that poverty-overcome farmers in the Three Gorges Reservoir area how to integrate into the Rural Revitalization Strategy: strengthening the guarantee of the party organization, building a long-term mechanism to consolidate the achievements of poverty alleviation, changing policy measures, cultivating characteristic industries in the reservoir area and guiding rural civilizat, so as to promote the rural agricultural modernization in the reservoir area.
