摘要
面向中国场景重新发现地方政府的职能履行,需要通过情境化研究解释地方政府职能部门日常行动实践的零散性、矛盾性与不确定性。本文基于元县住建部门的田野调查,提炼出地方政府从抽象职能到具体行动的情境化变量——任务,进而从社会行动的理论视角分析了地方政府职能履行的任务逻辑,并提出了“任务决定职能”的理论框架。研究发现,“任务决定职能”存在两阶决定路径:一阶决定是任务属性决定职能履行;二阶决定是任务类型决定职能履行。其中,前者以组织基础为中介变量,即非常规任务与常规任务的实现依赖于不同的组织基础,进而产生了不同的职能履行模式;后者以注意力分配为中介变量,即不同的任务类型存在差异化的注意力分配,从而诱发了不同的职能履行模式。最后指出,通过构建“任务决定职能”的理论框架,发掘出政府过程中更为具体的因果机制,同时也为优化地方政府改革提供了新的思路。
To rediscover the functional implementation of local government in Chinese scenarios,contextual research is needed to explain the fragmentality,contradictorinessand uncertainty of the daily action practices of local government functional departments. Based on the fieldwork of the housing and urban-rural development department in Yuan county,this paper abstracts the situational variable from abstract function to concrete action--task,then analyzes the task logic of the functional implementation from the theoretical perspective of social action,and tries to put forward the theoretical framework of "task determines function". There are two order determined paths in "task determines function",the first order determined path is task attribute determines functional implementation. And the second order determined path is the task type determines functional implementation. The former takes the organizational basis as the intermediary variable,that is,the realization of unconventional tasks and conventional tasks depends on different organizational basis,thus producing different functional implementation modes. While the latter takes attention distribution as the intermediary variable,that is,different types of tasks are assigned with different attention,which induces different functional implementation modes. Finally,it points out that a more specific causal mechanism in the process of government is discovered through the construction of the theoretical framework of "task determines function",and at the same time,which also provides new idea for the improvement of local government reform.
