摘要
公安机关内控建设作为我国行政事业单位内部控制体系建设的关键部分,其决策过程会受决策者参照依赖心理影响。基于前景理论,框架效应可通过改变决策参照点以影响决策结果。因此,运用实验研究法,通过构建公安机关内控建设的决策情景,借助决策者注意力分配的变化程度,可以有效验证参照依赖视角下框架效应对公安机关内控建设决策的影响。结果表明:公安机关决策者进行本单位内控建设决策时,其注意力分配程度会受框架效应的影响,其中正性框架会产生正向影响;框架效应与参照依赖对内控建设决策结果的影响存在交互作用,框架效应对公安机关内控建设决策的主效应显著,且单参照点更能增强公安机关决策者对内控建设的注意力分配程度。
The internal control system of public security agencies is a critical component of the construction of the internal control system in China's administrative agencies.The decision-making process in this context is influenced by decision-makers'reference-dependence psychology.Based on prospect theory,the framing effect can influence decision-making results by changing the decision reference point.in this paper,an experimental research method is used,in which decision-making scenarios are constructed and the degree of attention allocation by decision-makers is measured.The results indicate that when making decisions on the internal control construction of public security agencies,decision-makers are influenced by the framing effect,with a positive framework having a positive impact.Moreover,there is an interactive effect between the framing effect and reference dependence on decisions,with the framing effect having a significant main effect on the decisionmaking of public security agencies'internal control construction.Furthermore,a single reference point can enhance the degree of attention allocation by public security decision-makers to internal control construction.
